On September 2nd 2026, Vulcan re-submitted their permit application to Fairfax County requesting approval to build an asphalt plant in Edsall Park.
This application was originally submitted to Fairfax County in 2017, but was withdrawn after heavy community opposition.

Vulcan, which currently owns & operates the concrete facility at the site (which has existed for over 60 years, previously as “Virginia Concrete”), wants to add a new asphalt plant co-located with the concrete facility.
The proposed asphalt plant site is surrounded by residential areas, including Edsall Park, Bren Mar Park, Lincolnia Park, Spring Valley, Windy Hill, Sullivan Place, Overlook, Lynbrook, Springfield Estates, and York Manor. There are also various recreational and health facilities adjacent to the site such as The St. James, the Fairfax Sportsplex, the Edsall Park Swim Club, and Balian Springs. There are numerous schools within one mile of the Vulcan facility, including Bren Mar Park Elementary School (2200 feet away), Little River Day School (750 feet away), Spring “N” Dale Preschool (800 feet away), the Plum Center (3000 feet away), the Washington International Academy (2500 feet away), Early Steps Bilingual Preschool (2200 feet away), Springfield Academy (3000 feet away), Word of Life Christian Academy (2300 feet away), Immanuel Christian School (3600 feet away), and Thomas Jefferson High School for Science and Technology (4500 feet away)
